CAC Funding
At SCNCAC, we are committed to supporting South Carolina’s Children’s Advocacy Centers (CACs) in providing critically needed services to children and families impacted by abuse. This support includes securing private foundation and endowment grants as well as administering state funding for CACs.
In recent years, state funding for CACs has steadily increased, reaching $1.58 million in the 2024–2025 fiscal year and has been administered by SCNCAC through a cooperative agreement with the South Carolina Department of Children’s Advocacy. Unfortunately, the South Carolina General Assembly decided not to provide this funding for the 2025–2026 state fiscal year as part of a broader effort to eliminate one-time funding (earmarks) for all nonprofit organizations.
Despite this challenge, SCNCAC, together with local CACs, is working diligently to ensure the continued availability of essential services for child victims of abuse, as required under the South Carolina Child Abuse Response Protocol Act. We are also actively engaging with legislators and stakeholders to explore options for restoring state funding in the 2026–2027 fiscal year. Member CACs should be aware that SCNCAC has not issued a state funding RFP for the 2025-2026 state fiscal year.
SCNCAC CAC State Funding Reports
In order to ensure transparency and accountability for CAC state funding, SCNCAC provides yearly reports to provide sufficient context, description, justification, and information regarding the CAC projects that are supported with state funds. These reports provide information to allow policymakers and the public to evaluate the merit of CAC state-funded activities and provide confidence that the funds are appropriately spent to support and strengthen the statewide response to child abuse in South Carolina. The 2024-2025 report provides information about the CAC services provided with state funding and how SCNCAC and individual CACs used the funding to support children and families.

Annual SCNCAC CAC state funding reports are available above and are open to public viewing. Due to the loss of state funding, there is no 2025-2026 RFP being issued by SCNCAC. 2025-2026 CAC State Funding Status
The South Carolina General Assembly has chosen not to provide CAC state funding for the 2025–2026 fiscal year as part of a broader initiative to eliminate one-time funding (earmarks) for all nonprofit organizations. We are actively engaging with legislators and stakeholders to explore options for restoring state funding in the 2026–2027 fiscal year and will keep members informed of our progress.
