2025 Annual Report

Each year, SCNCAC’s Annual Report reflects the collective efforts of South Carolina’s Children’s Advocacy Centers (CACs) and the meaningful outcomes achieved statewide. The report highlights service data, financial stewardship, and key initiatives that strengthen the CAC response to child abuse.

More importantly, it illustrates how coordinated, trauma-informed services create pathways to healing for children and families across South Carolina. Through training, technical assistance, and ongoing support, SCNCAC ensures that both primary and satellite CACs are equipped to meet community needs and deliver high-quality services.

State Budget Request to Support South Carolina CACs

On January 27, WLTX News 19 reported that the Department of Children's Advocacy has requested $1.5 million in its Fiscal Year 2026–2027 budget for the South Carolina Network of Children’s Advocacy Centers (SCNCAC).

If approved, this funding would provide supplemental support to 31 Children’s Advocacy Centers (CACs) across South Carolina and help sustain the coordinated services required under the South Carolina Child Abuse Response Protocol Act. CACs play a critical role in the state’s response to child abuse by bringing together multidisciplinary teams to ensure children receive forensic interviews, advocacy, and access to necessary services.

To provide greater transparency and highlight the growing need for CAC services, SCNCAC now publishes near-live data on its website showing the number of children served by CACs statewide. The dashboard tracks steady growth in children served from 2016 through 2026 year-to-date, with figures updated routinely throughout the week. This data provides a real-time look at the increasing demand for coordinated child abuse response services across South Carolina.

In the coming weeks, lawmakers will consider this request as they work to finalize the state budget for the fiscal year beginning July 1.

CAC Employee Spotlight - Taylor Conroy, LMSW

This month’s employee spotlight shines on Taylor Conroy, LMSW, Lead Forensic Interviewer and Therapist at Kay Phillips Child Advocacy Center.

Over the past year, Taylor recognized the need for specialized grief services for youth and completed advanced training, making her the only provider in South Carolina listed in The Hackett Center for Mental Health’s Trauma and Grief (TAG) Directory offering these critical services.

Taylor has devoted her career to fostering hope and healing since 2017, beginning at the SafeHouse Center in Ann Arbor, Michigan, where she supported survivors of domestic violence and sexual assault through a 24/7 crisis hotline and residential shelter. She earned her BA in Psychology, with a minor in Crime and Justice from the University of Michigan in 2018 and her MSW from Stony Brook University in 2021.

Joining Kay Phillips CAC in 2022, Taylor advanced to Lead Forensic Interviewer and Therapist while expanding her expertise in evidence-based therapies, including Trauma and Grief Component Therapy for Adolescents (TGCTA) and Multidimensional Grief Therapy (MGT), helping youth process trauma and loss.

TRAININGS & EVENTS

Training Advocates to Support Children and Families

From March 3–5, 2026, the South Carolina Network of Children’s Advocacy Centers (SCNCAC) conducted its Initial Victim Service Provider (VSP) Training in the Columbia, South Carolina area. This twice-yearly training fulfills both National Children’s Alliance (NCA) standards and South Carolina’s Victim Service Provider requirements for newly hired advocates.

The three-day session brought together 13 professionals from Children’s Advocacy Centers (CACs) and multidisciplinary teams (MDTs) across South Carolina, along with 7 advocates from CACs in North Carolina. Participants developed essential knowledge and practical skills for supporting children and families affected by abuse through hands-on activities, collaborative discussions, and applied case examples.

Completion of the Initial VSP Training marks an important step in each participant’s professional growth, ensuring they are well-prepared to deliver effective, compassionate, and trauma-informed services. SCNCAC continues to strengthen the advocacy workforce through ongoing training, technical assistance, and collaboration throughout the Carolinas.
